Availablity and OEE

If a machine goes down for maintenance issues on 2nd shift and doesn't run again for 3 shifts, how is that calculated for OEE. Is availability 0% for those shifts?

That depends on wether the machine was scheduled to run for those three shifts.

If the machine went down with 30 minutes left in the second shift it might have taken 30 minutes to fix. If the machine wasn't scheduled to run for the next three shifts and started up the next time it was needed, than availability should be calculated with only a 30 minute loss.

If, on the other hand, the machine went down with 30 minutes left in the second shift and it took 3 shifts + 30 minutes to get fixed, than the availability should be calculated with a 3 shift + 30 minute loss.

Availability is a measure of just what it says. What percentage of the time is the machine available to run when we want it to run?
